Yes, on-campus parking requires a permit Monday-Friday up to 10pm.
So if you park in Lot 1 or elsewhere for Friday's match, you will either need to pay for a permit or risk a ticket. I'm including parking info from the Cassell Fan Guide.
I've been told that the athletic department might have secured an exception to parking enforcement allowing for public event parking in Lot 4, but that doesn't seem to be well-publicized. Of course, Lot 4 is a decent walk from Cassell.

On-Campus Parking (New for 2021-22)
Virginia Tech Parking Services is implementing a change to their on-campus parking policy to more effectively manage parking for the growing population of permit holders who engage in university activities after traditional business hours as well as to be equitable to all that use the service. Beginning August 2021, on-campus parking lots will be metered until 10 p.m., Monday-Friday. Visitors to Virginia Tech's Blacksburg campus will now need to pay to park on campus using one of three options:

Go online to buy a daily permit
Visit the Parking Services office at 505 Beamer Way between 7am and 5pm to purchase a daily permit
